Senate OKs investigation of highway earmark
In a highly unusual move that raised constitutional questions about the separation of powers, the Senate voted Thursday to direct the Justice Department to investigate a change in a 2005 transportation bill reportedly ordered by Rep. Don Young, R-Alaska.
The measure calling for the outside inquiry was put forward by Senate Democrats, who then blocked an unusual proposal, a separate measure by Sen. Tom Coburn, R-Okla., to create a special bicameral committee to investigate the change in the bill. House Speaker Nancy Pelosi, D-San Francisco, called for an internal investigation by the House ethics committee. House Republicans echoed that call.
The change to the 2005 bill reallocated $10 million for roadwork in Florida, reportedly to benefit one of Young’s political contributors. The revision was made after the House and Senate had adopted the bill but before President Bush signed it.
Young was chairman of the House transportation committee at the time. Wednesday, a spokeswoman told the Washington Post and Reuters that members of Young’s staff had “corrected” the allocation and that Young welcomed an inquiry.
